Conceptual Layers

The model is structured into four conceptual layers—each playing a distinct role in helping organisations understand, manage, and adapt how they deliver value.

Strategic Intent

The drivers that shape organizational purpose—including Strategy, Policy, and Stakeholder expectations. This layer answers: What are we trying to achieve and for whom?

Execution Framework

Translates intent into action through Capabilities, Initiatives, Value Streams, and measurable Performance outcomes. This layer answers: How do we deliver value?

Structural Context

Anchors execution within the organization's People, Technology, Organization structure, and Information landscape. This layer answers: What do we have to work with?

Dynamic Alignment

Ensures the model remains adaptive by responding to Triggers and clarifying how change is enacted through Rationales and the Strategic Response Model. This layer answers: How do we respond to change?
